COTS acquisition initiatives within the Department of Defense (DoD) have resulted in many DoD programs embracing embedded electronics products and services as consumables. Those programs have moved aggressively towards relying on COTS production and repair services and relying on COTS market surveillance to give advanced warning when those key services will disappear. This advanced warning is a critical enabler of technology refresh of DoD systems. The data collected during market surveillance is used to document the need for technology refresh efforts, allowing program managers to develop technology refresh plans and helping them to convince their DoD sponsors of the need to fund those plans.
